Horacio lidera Start-Up Chile, el programa de Corfo que busca posicionar a nuestro país como el polo de innovación y emprendimiento de Latinoamérica. Start-Up Chile atrae emprendedores de todo el mundo para que inicien sus startups en Chile y compartan sus contactos y conocimiento con emprendedores locales, motivando a más chilenos a sumarse al emprendimiento global. Más de 700 proyectos de 68 países diferentes han sido financiados por Start-Up Chile y más de 130.000 chilenos han intercambiado experiencias y contactos con emprendedores del programa. Start-Up Chile ha inspirado programas en Brasil, Jamaica, Dinamarca y Perú, y ha sido estudiado por Harvard y el MIT. Horacio fue seleccionado entre los 100 jóvenes líderes de El Mercurio y la Universidad Adolfo Ibañez.
